Summary (District 24 Legislative Update – Feb. 24, 2026):

  • Hands-Free Driving Law: The warning period ends and penalties begin Feb. 28, 2026 for holding a phone/device while driving (with limited exceptions).

  • 2025 Federal Tax Conformity: South Carolina currently conforms to the IRS code through 2024; 2025 conformity changes likely won’t be finalized until at least April 2026, so most filers should proceed under current SC law.

  • Public Safety & Policy: Updates include major Senate actions on DUI reform, property tax relief for seniors (homestead exemption expansion proposal), and a new social media law for minors effective March 1, 2026.

  • Dominion Rate Case: Dominion requested a July 2026 electric rate increase; the PSC process includes two Aiken public hearings (April 9 & April 28, 6pm) and a decision expected in May 2026.

  • District & Community Highlights: Notes SC250 Revolutionary War initiatives/exhibit, USC Aiken–SC National Guard cyber partnership, and multiple local road/bridge project updates.
